policy brief on the social network bill, 2081

The Social Network Bill, 2081 B.S. (2025) was introduced in the Upper House of the Federal
Parliament by Minister Prithivi Subba Gurung on behalf of the Ministry of Communications and
Information Technology. Approved by the Council of Ministers on Magh 7, 2081, the bill aims to
regulate the use and operation of social media platforms.

Body & Data has prepared this policy brief to facilitate meaningful amendments
and change the Bill to a form that directly addresses the actual needs of service providers,
platforms and users in the digital space through lenses of human rights, marginalization,
and decriminalization. Our approach to the Bill is informed primarily by the survey we conducted to understand
public attitudes towards the Bill and qualitative analysis of the proposed Bill against the broader national digital-legal landscape.
